She's rejected further dates but I know that she likes me. What holds her back and how can I get her to want a relationship?

I dated this girl once and I knew she really liked me. We kissed for ages. Than after we planned to meet again but I was busy on several occasions so was she. She then told me she doesn't want to be in relationship right now. I do I know I can win her over in one kiss but how do meet her because so far she's rejected my offers and I now she likes me!!! So how do I get her to meet me?
