I was at a gig with mates last week and met a girl. physically and mentally she wud seem like a 17 yr old. i thought she was at college.I was later told she was just 13.I've decided to keep the relationship to strictly mates. However, if anything did ever happen after her 14th birthday (i.e. kissing-no other physical contact) what would happen? Could i be arrested?

Probably not arrested, since most of the laws regarding minors relate to sexual contact.
However, I sincerely doubt that her parents would be very impressed with you. Since you're a legal adult, and their daughter is very much below the age of consent, I can imagine them going out of the their way to prevent you seeing her. They're going to be hard to convince that you're going to wait around, biding your time with chaste kisses and hand-holding, until their little girl reaches the age of legal consent. Even then, they're not likely to be very happy about it.
If you're sincere, though, and really care for this girl herself (not just care about what she does for your interests levels), you could do worse than present yourself to her parents and talk with them, adult to adult, about seeing her socially.
It can't hurt your chances with their daughter to let them know you care about her. They may even like you. On the other hand, if you try to sneak around with the girl, they'll find out one way or another, and you'll have done your dash completely.
Don't take any chances with the girl behind their backs, though. Even though you may have no legal problems with kissing a girl that young, they may still slap you with a restraining order. (If my 13-yo daughter were sneaking around with an unknown 18-year-old man, I'd be considering it.)
