Hi.I think you should make a move, yes. If she's flirting with you she's obviously interested, but it's unlikely she'd make a move because of her nerves about the acceptance of her baby. If you let her know you were interested, I'm sure she'd appreciate having someone there who would take her on despite the young child most men may see as a burden, go for it!

She may well not want to enter into a relationship at this time but you can try chatting to her as a friend. After all, the best relationships are based on good friendships.She has a baby but as long as you accept that then that is good. Just remember if she does say no to a relationship just yet she is not doing that to hurt you, it is just she has to think. I hope I have been a little help for you.
