 Yeah she could be on her period. Periods don't always work like clockwork, sometimes they are irregular. Either that or she isn't ready for sex with you yet. You should be understanding and give her time, but you said you've done that so don't mention it again for now. If you say anything about it again you run the risk of making her feel pressured. She'll come around in her own time I'm sure. How long have you been dating anyway?
If you just want to put your mind at rest maybe you should ask her upfront if she is ready for sex (don't acuse her of faking periods). But when you ask, put it in such a way that she doesn't feel pressured. Make sure she gets the impression that you are concerned for her and that you don't want to rush her into anything. But once you ask her this time, don't ask her again.

 Three weeks! She totally could be having her period right now. Sometimes it comes early. So she might not be lying toyou.
If she is lying to you, then yes - it's probably because she's nervous and doesn't actually want to have sex with you! Maybe she's a virgin or maybe things are just moving too fast for her. I suggest moving much, MUCH slower and giving her some time to settle into your relatinship. She's only 16!
