No it is not odd. Men at a young age get stimulated so easy, a rub of their jeans can get them excited, riding on the school bus gets it going. This gets them very curious and on the road to masturbation. Also a boy gets a rush of hormones that gets them excited about the mere thought of sex, before they ever have sex. This also pushes many to masturbate.
A women's vagina is protected and it takes a lot of outside unintentional stimuli to get them excited and curious. Some women no matter how many horses they ride never get that arousal going. A woman also doesn't get the standard hormone package of a man and certain hormones are held back from a woman until her first climax. This eases the urges to masturbate for a woman also.
With this lack of curiosity then a woman can grow up focusing on life and living it not the next masturbutorial release.
