I think that she should go for it but our friend has made It VERY clear that her brother is off limits to any of us four (her best friends) because it would be weird. She's made it so clear that evern when one of us joked that she'd kissed him she ignored her for a whole day before she would even let any of us explain that she was joking. My friend is so distracted right now and she just wants to get him out of her mind. What should I tell her to get him out of her mind?

I understand your friend's situation. It can be very hard when one of your friends get involved with your brother. Sometimes those "weird" feelings are nothing more than misplaced jealousy or fear of just losing that friend and of course your friend would have to make a choice: Form a relationship with the brother and lose out x amount of years of friendship or don't and feel miserable.
However, I don't think she should get him off her mind. I think the decision is up to her whether she wants to have a relationship with this guy or not. A word of caution though, she needs to be sure that this guy feels the same way that she does or she might end up looking like poppy show. If he does then I think that the two of them need to have a chat with his sister and explain their feelings to one another.
