 You want a relationship and it appears she doesn't, why don't you try asking her you have nothing to loose. If she says no you can continue being her FWB and if she says yes you will now have her as a girlfriend.

 If it is she who sees it as a one-night stand, then I am sure as hell that's all it is, if not less. You can't make it go anywhere because that would take two and you only have yourself.
