I hate that. It's sooo normal though just get healing body lotion I use st.ives put some on a soft cloth and rub where it's irritated or itchy I've also heard in cases girls get like white puss pimples it works for that too.

The bumps are simply your hair re-growing and getting a little stuck under the skin because you cut them too short and the ends went back into the skin and have to push out again.
There really isn't anyway to avoid it. You just have to deal with it.

Try to stay dry after shaving. Don't shave then work out, the sweat will bother you. No scented lotions, or swimming for at least a day. Make sure you use a sharp razor and good shaving cream. If that doesn't work, shave down, not up.(with hair growth, not against it) It won't be as close, but won't irritate.

Try shaving after you've been in a warm bath or shower for a while. Witch hazel (which is available much like rubbing alcohol) is said to help in preventing these.

These are pretty common. Some things you can do, exfoliate thoroughly before shaving. Make sure to use a very sharp razor with at least 3 blades. Move the razor very slowly. I find it works best to shave diagonally or perpendicular to hair growth rather than directly opposite (it made the bumps go away for me). Also, use a very good shave cream and a lot of it. Wash the razor clean after every stroke. Also, there are aftershaves for women that claim to take away the bumps that aren't expensive and are available at your local drugstore, they contain a weak acid that gently exfoliates the skin freeing the trapped hair follicles (the cause of the bumps).
