 Yowza, why???? Yes it will be itchy for both of you. I wouldn't recommend shaving, really waxing is the only way to go (ouch). Or he could just trim it short with scissors. That's pretty effective.

 Shaving would be the best part, as the area is to sensitive to wax and also two sensitive for hair removal creams, but he will be very itchy when it grows back and also he would be at risk of ingrown hairs..
