Yes. it is natural. the flaps are called labia. some girls have longer labia than others. shapes and sizes.
if you want to accept your labia as they are you can, or you can have them clipped back so that they don't hang or sag. it's totally up to you.
I just suggest you get older before deciding or worrying about such silly things. When you do get to having sex, and they do bother you. then do with them what you want. Otherwise just leave them be.
(my fiance's pink soft inner labia hang just slightly out from her outer ones and it doesn't bother me or her or get in the way)
It's up to you what to do. and if you do think it's still messed up go see a gynaecologist and ask him/her about it and what can be done.

but its not normal to have that problem at your age
you vigina should be tight and deffnetly NOT saggy
i suggest getting your flaps removed because it will make the boys go crazy because sex is so much better without flaps and it doesnt hurt getting them removed (ive had mine removed)
and overall your worry will be over

reader, anonymous, writes (7 May 2009): I don't think you are abnormal. Like everyone says it's all shapes and sizes. Your lips might hang low and peep out a bit so you can see them, doesn't mean they are saggy. Its perfectly normal.

ok how many of the people that say that about grannies have actually looked at one??? im 28 so not quite a granny yet and i guarentee you that every single woman is different! no two bodies are the same and that includes the bits you cant see as well as the bits you can. from what you say in your question i'd bet my life that you are totally normal and have absolutley nothing to worry about. hope this helps you stop worrying :)
