Well I sometimes can, but i'm afraid to pull the skin below the head because it is so tight i'm afraid it won't go back over the head :sAnd it's quite hard to get it pull down; sometimes it works sometimes it doesn't go lower :/What should I do? Can the skin be stuck under the head if it's really tight?Thanks!

It if it extremely painful then you may want to see a doctor about a circumcision.

There is a condition, far more common than you'd think, where the foreskin won't retract properly. The solution is usually circumcision, clears it right up.

The foreskin is stretchy, if you can pull it down over the penis then it will go back when the erection subsides.
If it is painful then you may need a small circumcision operation you should see your doctor in this case.
Try lubricating the head of the penis it may help, use your own seliva / spit if you want, the more you retract your foreskin the easier it will become.
