Rash in pubic area during menstruation

Hi, I've just gotten my first period and this is my 2nd cycle, I noticed that a horrible rash will develop in my pubic area and it really hurts and I've even spent sleepless nights crying and saying silent prayers but can someone tell me what's wrong with me and what I can do to stop the rash? I've been using the same brand of sanitary pads and my mum gets me to use night ones so it's unlikely I overflow and she suggests that the gathers may have been rubbing on my skin causing a break out.
