 If he likes you then he could be getting nervous around you. When people are nervous they tend to say stupid things: the first thing that pops into their head. He may have just blurted this out to make conversation with you. I know I've said some ridiculous things to girls i've liked because i've been so exited to be talking to them at all, that my brain has completely shut down! I'm getting embarrassed just remembering some of them now.
In other words it could just mean that he does like you and wants to talk to you about anything at all!

Then again it may be what Doc John suggests, the possibility of a foot fetish is also there and there is absolutely nothing wrong with a fetish such as this - it can be quite nice.
The only other thing I can think off is what went round the classes at school when I was a teenager in the late seventies. I was at an all boys school and at 15 or so we were all discovering girls and often discussed differant ways of finding out personal things about women without asking them. It was largely a load of rubbish but at the time was one of the main topics of discussion during tutor group sessions and at the bus stop after school. One of the secrets of women that us lads discussed was how to find out how big a woman was down below so to say. It was common belief among quite a few teenage lads that the size of a womans feet reflected the size of her genetalia.
As I said I am sure this is all rubbish but I have heard of talk like this going around lads in comprehensive schools since so I know that this rubbish has not been confined to the waste paper basket just yet.
Try asking him why he wants to know - as I said before it might be something simple like wanting to buy you a pair of shoes for you.

Don't be put off by this but different guys have different likes and dislikes. Some guys are boob guys or some like to watch a woman as she is walking away. A foot fetish is much the same thing only with feet.
If that is the case just see what you can do to help him out by wearing the kinds of shoes he likes or nylons or whatever. And enjoy it. Doc
