Relationships are fine but I do beleive that sexual acts illegal until 16. Now there is the issue where if you are both underage there can't really be any charges so that only applies if one of you if above 16 and the other is not. I strongly do advise that you don't rush into sex not for the legal reasons but it is just best that you wait and not have to deal with that yet.
There is nothing saying that you two cannot be bf anf gf and spend time together, kiss and hold hands. Just have fun with it.

The only thing I know is legal age for having sex varies between 16 and 18 according to the state you are.From this I guess you can have a relationship as long as you don't have sex. I don't reckon there is a limit for having just a relationship. The issue would be if is there a big gap in ages. Or if one of you are over 18. But only if someone presents changes against this.
