Now I look things up and found out by time it your third cousin it like if you had it with anyone else now here my problem her grandpa and grandma were cousin and since my mom was the 9th child of my grandma her bro is my third cousin grandpa but they are half brother and sister. So even if she my third cousin she closer cause of her grandparent action but in the same time is more distant then a regular third cousin since my mom and her bro are half so my question is. Is this right?

Okay, I didn't understand any of that. Can you be a little more clear and explain exactly why you think they are your third cousin? Is there ANY specific blood (dna) ties between you two?

Ha, sounds like your dating your grandma and grandpa's mother's brother's cousin's son..I'm confused. But to answer your question it's ok, my friend is engaged to her third cousin and they're cousins by marriage. So no it wouldn't be considered incest, or illegal.
