I put on weight in college and then lost 20 lbs in two months by replacing my lunches with low cal low fat vegetarian frozen dinners (I'm not a vegetarian and at first that sounded terrible and cardboard-like, but I found the vegetarian ones are almost always more filling AND taste better). At first that just made me really ravenous, but I found that certain kinds were very filling (with brown rice, beans, etc...) while others were not even close to enough food. It's a bit of trial and error. I stopped having junk just laying around my house (if you see it out, you'll be more prone to eating it) and bought little 100 calorie snack packs of popcorn and pretzels and ate one or two in the afternoon. Also eating a smaller portion at dinner is good. It helps to drink a glass of water or skim milk before you eat. I also had either low cal low fat ice cream bars for dessert or good yoghurt with fruit. The trick is not to deprive yourself.
Make sure you eat breakfast, it WILL make you less prone to snack in the afternoon. Yoghurt, granola, fruit, eggs, all good for breakfast while dieting. They make a TON of "diet" breakfast cereals too along with snack smoothies and stuff that are pretty good.
I also found it helpful to have sugar free mint gum around at all times. Sometimes I just snack out of boredom, and chewing gum serves the same purpose. On the same note, the busier you are, the less time you will have to snack (snacking is usually what wrecks people's diets, not so much meals). So schedule your afternoons to be full of activity. Physical activity is best (even just a walk), but just make sure you're doing SOMETHING. A class, a hobby, anything other than sitting in your house or a friend's house.
Take up a physical activity. Setting goals like "I will run every day" seems daunting and boring and it just setting yourself up to fail. Pick something FUN to do. Maybe you've always wanted to try rock climbing, or some kind of dance. Sign up for a class and try to do it 3x a week. For instance I took up ballet and not only lost a bunch of weight, I improved my posture and balance and with it my self-esteem. Again, don't set unreasonable exercise goals. You need short term things to accomplish. But once you get in a routine of doing something, it will become easy to make yourself do it. Even just buying yourself a pilates DVD is good, because it takes 10-15 minutes a day, and it really doesn't feel like "work." It isn't cardio so it isn't actively burning calories much, but it builds lean muscle that can increase your metabolism.
If you make solid rules "NO junk food NO candy NO butter" etc... You WILL make yourself miserable and "fail." Sometimes you just really want some chocolate. That's OK, have some chocolate, just don't eat a big candy bar every day (I have a bag of "fun size" 3 musketeers around and they're only 30 calories each and I snack on those a lot). Sometimes you just want to go eat a giant fried burrito and that's OK too so long as you don't do it frequently (and maybe try not to eat the whole thing, but it's not going to make or break a diet either way). But really the problem with a lot of diets is they're so restrictive and eating is one of the biggest activities of your day. So you want to think of it as guidelines, not rules. Though would say just cut sodas out, and if that's not possible drink the zero calorie ones. Those can have more calories than a meal in one bottle. Grape soda can have upwards of 500 calories in one bottle

You need to lose weight in under a month? How much do you need to shed?
The best way to lose it is to hit the gym everyday for at least a hour, doing cardio and weight lifting. You also need to watch your food intake. That means a lot more vegetables, fruits, greek yogurt, adding a lot more fiber to your diet, etc. Keep in mind that you're not going to shed a ton, a few pounds at the most.
Another thing to consider is if it nears around prom and you still can't fit in your dress, you can take it to an alteration shop. They'll rip out the zipper in the back and create a corset back allowing some breathing room. However, I would take it as soon as possible and not put on any more weight.
