To me, they mean the same thing, but in England, well in Manchester,England, going out means you are "dating" and "seeing" means you may not necessarily be boyfriend and girlfriend but you are "seeing" each other i.e sleeping togther. Thats what all the girls in my year at school would say anyway. xXx

But if a distinction has to be made, perhaps "seeing someone" is slightly more casual than "going out" with them?

hiya, I always saw seeing someone and going out with someone different in the sense that seeing someone is the phase of dating but you are not in a commited relationship with that person and you are free to date other people. Going out with someone is the phase after seeing them which means you are more commited to eachother and you can be seen as boyfriend and girlfriend and you cant date other people. hope this helps. xxx
