And I have noticed these popping up occasioanly before, and I'm really curious as to what they might be from. I don't think it's from shaving because they are more towards the inner part of my vaginal lips, unless maybe I graze this area when shaving? They are hard like a pimple and they don't itch or cause any sort of discomfort... I never thought anything of them before, because they would go away in a couple days and it wasn't a big deal. But I'm not sure if this is normal?

It could be HPV, which is a VERY common std. This causes warts which don't particularly hurt but are hard when you touch them. Go see a doctor and get tested ASAP!

It is worth getting checked out by your doctor to exclude anything that can be easily treated but my first guess would be folliculitis which causes the symptoms you describe particularly from shaving. However, that is not a diagnosis - best get checked out!
