She is bi (or so she says) but based on the circumstances I think about 99% of the "let's make out" requests are for male attention. I wouldn't read too much into your friend's behavior, especially if, as you say, she's drunk when she does it.

 I don't think you or I can determine her sexuality...she may not be certain of it herself at the moment. The point is that a best friend should be someone you can talk to and when she is sober you should tell her you feel uncomfortable about her advances towards you (if you don't like it).
