This is actually fairly common. I'm gay, and I've seen quite a few of these. The doctor just did a poor job on your circumcision. You could... if you're really worried about it... get it corrected... but I wouldn't worry too much about it.

to be honest if your partner cares about you it shouldnt bother them. if they ask why it is that way, just explain it to them.
but as a nurse i would say if it's bothering you, just go to your GP and ask if there's anything they can do. it may be that a tiny operation could remove the skin flap :) good luck x

i may not be the gay perspective that you are looking for but I'm pretty sure what you describe is common. I beleive that I am the same or close to the same way. It's perfectly normal and to be honest I have heard it makes oral a lot easier on your partner.
