Yes, that means he has only logged in perhaps once or twice 3-4 weeks ago. These sites usually set up calendar-day markers for: "online", today, yesterday, this week, last 2 weeks, 1 month, etc etc etc. It is an indicator of how recent (which may or may not indicated frquency) the person logged in.
If someone is looking for a prospective friend/date, then logically s/he would want to look at people who logged in most recently. In other words, one would not want to look at profiles/people who logged in "last 12 months" for instance.
