Well, it seem as if you are intimidated to confront this person about the situation. Remember your position, you are the manager. If you think that he is smoking pot on the job but you are worried about his reaction to your assumptions, then see if your company permits drug testing. If you're worried about his reaction to that as well, you can tell him it's a random screening that your company does and his number came up. If he's a valued employee who does a great job and you don't want to lose him, then I would just pretend to be oblivious to the situation unless it's brought to your attention. However, keep in mind, regardless of how good or bad of an employee he is, it's against the law, point blank. If he's going to endulge in smoking pot then he should do it in private. As far as the effects of pot, it's different for everyone. I know some people who can't smoke it because it makes them paranoid and/or confused. For some people it actually relaxes them and calms their nerves. Some people just get tired and lazy. It helps some people with nausea and appitite. And for some people it just makes them silly and giddy. It all depends on the person and the usage. I would use your best judgement as a manager to determine how you think you should handle the situation.

I don't know for what kind of company you work for, but if this employee has a position where he needs a good head on his shoulders then you owe it to your company to confront him.
Also, check your company policy and see what it says about drugs there and if this is a reason for firing your employee.
As for the effects of pot on the human body it includes, but is not limited to: dizziness, craving for more, impaired short term memory (during the time that the drug is active), dryness of mouth, reddened eyes... In short, don't let a guy who's high drive any vehicle or represent your company to customers.
I think you should talk to the guy. If he's smoking dope during working hours, then he's probably addicted.
Try to see if there's any organization that deals with addiction to illegal substances (like AA, but for people who smoke pot), maybe you can recommend them to your employee if it turns out he wants to quit the habit.
