'' Soemtimes he hugs me when he says it. He only tells me he loves me and not to other girls. When he says it I feel like warm inside. What do you think he means?

It definately sounds like he is very interested in you! I would take it for what it is, and talk to him about it - it also depends on whether you have the same feelings for him (which perhaps you do if you feel happy when he is around you).
