reader, anonymous, writes (6 March 2009): it's not exactly "normal," but it's also not a big deal, b/c what you have is fairly common (although some uncircumcised guys don't realize this isn't the standard, b/c how often are they looking at other guys' erections?). it's called frenulum breve; you can find it on wikipedia.for an uncircumcised guy, there's a small tissue called the frenulum that connects the foreskin to the penis. in most guys, it's long enough, or stretchy enough, and when they get an erection, the foreskin automatically retracts, exposing the head of the penis. in some guys, the frenulum is shorter and/or not stretchy, and the foreskin doesn't retract automatically, or doesn't retract all the way. people have varying degrees of problems with this - for some it makes masturbating and/or sex painful, for others it's not a big deal. there are websites that explain ways you can "stretch" the frenulum by repeated manipulation, and there are articles about routine outpatient procedures that your doctor can perform to lengthen the frenulum.no big deal either way. only thing to be sure of is that, if you haven't previously worried with it b/c the foreskin never retracted, you will need to be careful with your personal hygiene. fluids and other material can accumulate under the foreskin when it is moving around, and it's important to keep this clean.
