Don't put all the load onto the guy! If you're just sitting back waiting for him to make the first move and it isn't happening perhaps you should make the first move. If that isn't the case the best way to find out is ask him. Could be a host of reasons from simply being a bit nervous about that first time together right through to not wanting to have sex period.
