You said it. He's shy. Not just that, but if you didn't do it back, then he won't have a clue what you really think of him and probably thinks you're not interested. Maybe start talking to him when you see him at school and see what happens.

reader, anonymous, writes (28 September 2009): He probably just feels stupid because you're not doing it and doesn't want to lose face seeings he put kisses on but you didn't start to reciprocate it. Why would you not put kisses on? If you knowlingly didn't do it then you can't really complain now that he's not doing it either. He's just playing you at your own game.
