In my opinion, although I've known only a few girls who could do it, the best results are from the physical Kegel exercises. There is a small exercise device that is primarily for strengthening pelvic muscles, unfortunately it costs about $40!
I've been told that when you are peeing, to stop in mid-flow and that are your pelvic muscles. So when you're sitting in a chair, flex your pelvic muscles, pretending you're stopping your pee in mid-flow. It's discreet and works.
