As her sister I am afraid that she is doing this so that she can have sex. Although she swears up and down its for her periods. Mom seems to agree with her.So my question is, is it more likely that she will have sex now, at 14?

I have to admit I was on the pill at age 14. It was purely for having a regular menstral cycle.
If your sister has a good head on her shoulders I wouldnt worry about it. Its only if she is in the slightest bit permiscuous that you need to worry!
Perhaps as the older one, you should perhaps just give her "the talk", but be very subtle about it. Dont make it out as though you are worried because it could give her ideas, just let her know that underage sex is not right and that she needs to wait for the right person. But as I say, be really subtle about it. Dont let on that you are concerned because she may get really upset with you.

If you are worried your sister is having sex, you could talk about that with her and point out why she should wait till she gets married. There are also a lot of good books about this. Like the one of Joshua Harris - Boy meets Girl.
