Hi, I expect Uncle Phil is correct. You apparently should be retracting your foreskin, gently cleaning and then drying the glans, the pulling the foreskin back into position. If you cannot retract your foreskin, then you definitely need to see your doctor.
You don't need to tell your mom that you are masturbating, so don't worry about that. Just tell her that you're not sure if your penis is completely normal (that is if you can't retract the foreskin) or that you need to make sure that you know how to clean it properly and that you might need to discuss it with your pediatrician to get some good advice. There's no reason to be embarassed, this is something every boy should know how to do.
