Stop worrying! You are too young for this type of worry. If you think yours is too small or hasn't grown for a while then go off to see and 'understanding' doctor, there are lots of them about and you won't be the first to be worried. Stay cool. Take care.

Dude, no worries! First, stop worrying about the size of your penis -I know, hard to do but you really have to know this: I've been around the block a number of times and not once has it ever involved a woman asking me how big my penis was. I used to be worried when I was your age but I did end up continuing to grow until after 20. Regardless though, you really do not need to worry, it really does not make a difference in the long run.

Read this: "Most reference standards for penile length measure the gently stretched, flaccid dorsal length to the tip of the glans. For a full-term newborn infant, a stretched length smaller than 2 cm, and for an adult male a length below 4 cm is a common definition. If penile length follows a normal distribution, about 0.6% of penises will be in the micropenis category. The definition is somewhat arbitrary and different criteria have been used for different purposes....Micropenis can also occur as part of many genetic malformation syndromes not involving the sex chromosomes. It sometimes is a sign of congenital growth hormone deficiency or congenital hypopituitarism. Finally, several Homeobox genes have been identified which affects penis and digit size without detectable hormone abnormalities."

So, unless this is your problem, you really have no problem (I was in school with a kid who had this problem, and believe me, having an infant's penis when you are 15-16 years old is a real problem). I repeat, you have no problem.
