I was thinking of buying books but hesitated but when i got home, i found out that i dropped 10 dollars at the mall. I told her sincerely what had happened and she really bombed me hard! She said i am useless and she wanna stop saving up money for my college fund. I am so depressed. What should I do...

It sounds like she may have over-reacted to what you did. Losing $10 isn't the end of the world, now, is it? But maybe there have been other incidents like that in the past? Where you've lost something that's valuable? It could just be a case of the last straw and the camel's back.
What do you do? I would suggest that you wait until your mother is calm, then go give her a hug and an "I'm Sorry" card that you make yourself, telling her that you realize that you were irresponsible for losing the money. That you understand that she and your dad have to work hard to earn that money and provide for your future, and that dropping it in the mall is just like tearing it up and flushing it down the toilet. That you will do your very best not to do it again, that you will take better care with the money and any other possessions you may have.
I would also suggest that you volunteer for some extra chores as a way to make up for the lost money. That will show that you understand the value of the money, and that you are sincerely trying to make amends.
But be sure to give her the hug and tell her that you're sorry for ruining her day. She'll probably realize that she snapped at you a bit too harshly and will ease up on you.
Good luck!
