If you move in with her you will end up paying or the bills or end up in trouble because they are not being paid. Not paying a tv licence is a criminal offence and you can even go to prison for that.

I don't know the laws in your country but there will be severe consequences or else no one would pay anything. Certainly if she doesn't pay rent she will get evicted and become homeless or have tomove in with relatives.
You definitely shouldn't move in with her because she will end up using you as her source of money.
Take her to see a financial advisor to help her make a plan to get her bills paid. Or is there some deeper problem that's sucking away all her money? Is she spending money on drugs or alcohol or gambling? Is she unable to hold down a job? Is she a lavish spender?

I googled 'citizens advice bureau' and then followed links. I think you should not move in until you know she's dealt with it properly.
Here's a site which you can share with her and with any luck, she'll get all of this sorted out!
