So I saw him in a club and he touched it every now and then and I've never said anything or reacted in any kind of way because I didn't want to make a thing of it at all! or turn it into an embarrassing situation. It doesn't bother me at all because well.. he's my cousin. Just wondering if that's maybe normal?

Some cousins rough house and mess around in a much more playful way. I even have such a relationship with one of my guy cousins, but if he ever so much as grazed his hand along my rear I would pop his nose so hard he would be smelling the back of his brain!
In the end, it's direspectful to you, your families, and his GF. He needs to keep his hands to himself. Don't be afraid to call him out on it. I can't stand this "blame the victim" mentality. You aren't doing anything wrong here.
Just lay it out for him clear and simple once. If he does it again, out him to the family and shame him out of it. Sorry if this sounds harsh to anyone, but it just seems wrong to me.

It is wrong for a member of your family to touch you in this way - its flirty and has sexual connotations. If a guy who was not your cousin touched your bum when you were out I think you'd think "hey - whoa there - flirting are we?" You are making excuses for him. It should bother you and it is wrong. Next time it happens tell straight to his face to stop doing it. If it happens again don't go out with them and avoid them as its a form of physical abuse.
