That is so romantic.
He's comparing you to a flower. Like when you are walking through a field with hundreds of flowers (or through town where there are hundreds of girls) and a special one just catches your eye and it's far more beautiful than the others (that's you) and how he looks at it and it's perfect and so special that even the storm clouds chose it to water first before the others.
Then he talks about how he wants to Pick the flower (make of that what you will) and take it with him, but it's got roots in the field and would be far happier staying there than is a vase. He's saying that although he loves you above all the others he knows it will probably be someone else who comes and "picks" you and takes you home because he is going to be far away.
But he's saying thank you for letting him see you and be with you and no matter where he goes in the world, he will always remember you as the most beautiful flower that was his for a while.
If I were you I would keep this poem for ever, it's one of the most lovely gestures I've ever seen from a guy to a girl.
He's letting you go. Telling you he'll always love you but that you should be happy with someone else who can be there and look after you.
Good Luck!! xx
