Brothers is for life and girlfriend/boyfriend is ... well not what it used to be.
It might be this way for now but it will probably change later on. He, too, will want to be more with you than anybody else.
For the time being, it would be best not to mention anything and see where it goes. Asking someone to choose between you or something else it's like giving a dog the option between a bone or a steak. He truly wants the two, but will take what seems more appealing in the moment.
