Maybe you should take the first step and do something romantic for him or for eachother. If you feel that him not being romantic is making you feel neglected you should talk to him about it, but take into account that you can't make people change and if this bothers you so much and he is not willing to change you should maybe try finding someone who fits your romatic personality better.
