Man, it's okay that your fantasizing and such, but he IS making moves if he is showing you pics of him in his undies, and also wanting you to come over "for math". Honestly, your underage sooo I wouldn't do it... it's all about personal restraint with this. If you two did do something, you BOTH would be in a hell lot of trouble, not to mention he would be hauled off to jail for sex with an underage

He should not be sending photos of him in his underwear to you, and YOU should turn your attention elsewhere from these sick fantasies. He's your TEACHER, for heaven's sake, not your buddy. This is all completely illegal. If he is found out, your math teacher will lose his job (at the very least) and will risk a prison sentence.
