Lots of mushy texts, but he doesn't ask me out!

There's this guy i've known for a year now and we've become really close friends. We text regularly and he keeps telling me how much he misses me (out of the blue he sends texts just to say hallow and 'i miss you')and he reminds me how special I am to him and how he treasures me. He even says 'i love you' in like 7 out of 10 texts he sends. According to his friends he talks about me all the time. I thought all this was a sure sign he likes me and i waited for him to ask me out but he didnt. So one day i asked him and he said he doesnt want to go out with anyone at the moment. So i accept the fact that we will be just friends but here's the deal, the texts keep coming and they get mushier by the day! I asked one of my guy pals if he'd ever tell some of the stuff i get told to a friend and he said no. So what is going on with this guy. I really like him but i cant move on because i keep thinking 'what if....' and he's still not making a move!!!!
