Foreplay. Seriously. Whether you've climaxed with other men before him and just can't with this guy, or whether you have never came from vaginal sex, it's all about the oral. Ask him to try giving you oral sex and see if that works better. The tongue is MUCH better at pleasing a woman than a penis is.
Something like 75% of women CANNOT climax from vaginal penetration, so that's actually normal. But if he does love you back, ask him to try some other things.
