Doubtful. More like you aren't staying aroused enough. Maybe a trip to your Gyno would be a good idea.
And if you are worried about STI's, use condoms.

I don't think it's an STD but if you are concerned then I would see the doctor and have them check.. it's not a bad idea to be checked if you are sexually active....
are you getting enough foreplay?
have you changed medications?
there is no crime in needing lube...

If you're able to get wet when you masturbate but not when you have sex the problem is almost certainly a lack of good foreplay. There is no physical illness that would cause dryness for only certain activities but not others. Sounds like you need either more or "better" foreplay from your partner. If you're not drinking enough water that can have an impact too, but you'd really have to be pretty dehydrated for that to happen.

Cannot think of an STD that would cause dryness, but certainly a lack of foreplay and stimulation can do it. It would seem that if masturbation gets you wet, then you're ok, but you might consider a trip to your gyno if you are properly being given stimulation prior to sex and remain dry..
