 This is a situation ripe for trouble on so many levels, especially as you have no idea if your feelings are reciprocated by the young lady in question.
It does sound as if the relationship between her and your brother didn't have time to get too serious if they only dated for 2 months .... maybe the best course of action would be to talk to your brother about this, or, if you feel he might negate or brush off your feelings try talking to your mum, sound her out of the situation.
If you receive a positive response from them then simply ask her if she would like to go meet up sometime for a quick drink or a coffee.
