Many men will not date a girl they have a one night stand with, because: The girl comes across as a bit easy, she often has no self respect or confidence (how many other men?), and why date some one that you can sleep with whenever you like and never have to buy flowers remember birthdays, anniversaries or have to put up with all the "I wuv wu" rubbish.

 Sounds like you are just a booty call - and to make it worse you're the one calling to give up the booty. I don't think he's shy, he doesn't call coz you're doing the calling and he doesn't have to. Also if he wanted to chat or meet up, he will call.
One night stands don't usually turn into relationships, they turn into booty calls and that's exactly what you have.
