Yes, I do think it's over. He just isn't "man" enough to let you know that he feels that way.
Personally? I'd ask him straight out. Not asking is not going to prevent the relationship from falling apart.
So decide is this a guy you want to be with? If yes, TELL him so and then ask. He might not feel the same way and there is nothing you can do to change that. Or maybe he is feeling the same doubt YOU are because you were unavailable for exams (which is fine -school first).
You won't know unless you talk about it.

I think he is sulking because he has had no attention, as you very sensibly attended to your exams. I would message him one more time and put something like "You said you were not feeling yourself, hope you are okay and not unwell". Then leave it at that, wait for him to contact you. Its just a waiting game I am afraid, that's the hard bit, but stick it out and wait, I am sure he will come around x
