Being submissive, feminine and sweet are all social constructs.
So, in answer to your question - no. Those 'traits' are not present in all women, because not all women are socialised to be submissive, feminine and sweet. Even deep down inside.
Some people have placid temperaments, which gives the illusion of being sweet and laid back, but generally being 'sweet' is a 'feminine' trait that is generally socialised into someone.
In short, women who are all those things you described were basically socialised to be that way, so not all women are like that deep down. Some may be, but not all.
Some women play up being submissive or sweet for a man though, because some women think that's what men like. So sometimes some women put on the act of being submissive and sweet and overly feminine.
