No one can say its 'wrong' to do that, especially not had hearing the details of the situation.

Yet in general, by society it is looked down upon, a younger female, espeically one who is a female, having sex with a man twice her age.

This is due to the fact that younger girls are more gullable, and they believe what they hear, and are easily taken advantage of. And men know this, so if he is older, he is more likely to take advantage of the girl.

Yet if the girl feels she is safe with him, and that she is a long term relationship, both people are commited and love each other and if you can talk openly about sex with your partner and have discussed pregnancy issues and STD's, plus what sex means to both of you, then it could be very well ok.

Totally depends on the situation. Your first time is best with someone who you care about , who cares about you so use your own judgement to decide if you love and respect the man in question and whether he feels the same. If not , then wait for someone else
