 Isn't this just typical? You always want what you can't have....treat 'em mean and keep 'em keen.....
I think this guy is more into the chase. But why should you have to play hard to get?
If you are into him a bit as well then why not 'date' both of them? You have made no firm commitment to either yet i presume? Then you can judge his behaviour...ie...if he backs off again when you show some interest...

reader, anonymous, writes (20 January 2007): This guy most have been really love you and he doest want to loss you.. so I think you should try to love him to.. cox it is better for human to follow those who love them than following those they love.. because those that love u will not let you go while those u love can easily let you go... so I will advice u thak him serious.

 It sounds to me like he's into the competition and winning against your other guy. Make sure he's really into you before you commit to him.
