What the previous posters are saying is kinda like the mantra of the TV show House - Everybody Lies.
They are saying you should assume your BF is lying and he should assume the same.
That's a stance that pretty nearly guaranteed to keep you safe, but it isn't actually what you asked.
If you were both previously entirely celibate, then NO you can't contract an std out of thin air - with certain exceptions.
There are some minor ailments, like a yeast infection, or non specific urethritis which, while they aren't generally considered stds since they don't require ANY sexual contact, which can then be transmitted via sexual contact.
But you'd be subject to those anyway.
You can't get pregnant from oral sex other than through some fairly unlikely manipulations.
Basically, his semen would have to enter your vagina and penetrate deeply enough to give his swimmers a shot at your ovum.
Possible, but much less likely than getting pregnant from a condom with an undetectable hole, an oral contraceptive failure, etc.
A little less likely than a toilet seat pregnancy, but not much.

Yes, you can get STD's and/or knocked up and out of everything in life you've grown comfy with (money, family support, ability to keep up with school, fit- ness...) so should always be smart and use 'protection' and get yourselves tested.
This applies to everyone, virgins or not, because- not that you don't trust your partner- you just want to lay a groundwork of good habits and display a mutual cooperation in going together... like, I trust you and you trust me and lets prove it and be safe in this together.

Yeah that other thing the little devil is talking about can't be cured with a dose of penicillin and it usually takes at least 18 years for it to go away, and that's if you are lucky. Sometimes it comes back and asks to live in your basement.
