Women have large breasts, do have trouble at times keeping that v or scoop neck up..again to show a little cleavage is perfectly acceptable and flirty. You gotta let them breath from time to time.
Other women, those who wear tops two sizes too small, and you see their areola isn't leaving too much up to the imagination. That's trashy and those women are looking for attention.

She probably thinks you are a sleazy perve for staring at you. And she is not flashing her boobs if she was she would be showing more and more deliberately than these accidental glimpses you are getting.  She doesnt mean to. Girls wear low cut tops for fashion or comfort. Her bending down and revealing her breasts a bit is a mistake.
