You can use the time of your cycle as a contraception method, but people who do that tend to have lots of kids.
What do you mean condoms are not that safe. They are 99% percent effective when used properly. It's only religious people who are against them.
If you don't want to get pregnant then the best way is either to not have sex, or to use contraception.

Hi there,
To have sex and not get pregnant - its all down to your cycle and how lucky you are really sweety. I know there is a time in every womans cycle where she is the least fertile. Every woman is different, there is always some chance there that you can get pregnant even when you have your period although the chances are much slimer that when you dont.
I knows condoms are not 100% effective against pregnancy, but they will protect you against getting STD provided they dont bust. But its better that not using anything at all. If you really wanted to be more certain, have you ever considered taking the pill? you could visit you doctor and get one that suits you the best. The only prevention i know against getting STDs is to make sure you trust the person you are sleeping with and they are faithful to you, wear a condom if you are concerned.
