At that age, your brother is a walking hormone. Don't ever be embarrassed to just tell him "stop" or "I don't like you doing that" and if he keeps doing it, move to another place in the room to sit or tell your parents.

It depends on what you mean by touchy feely. It may be hormones or it may just be you have grown up and are more aware of it and he is still on the wavelength where you and him used to wrestle all the time. You don't give us enough info in your post.

Yeah, it's creepy. Guys are full of hormones at that age; and he is curious and creepy, but you are the closest thing to a female that he has nearby; and he is allowing this curiosity to make some creepy choices for him. YOU have to set the boundaries - feel free to do it in a good-natured way. "Eeewh, No, You Have COOTIES!!!" usually works well between siblings.
